Russia faces global claims commission after 34 nations unite | Ukraine Brief

Speaking at the Dutch Parliament, President Zelenskyy called for Russia to be held accountable for war crimes and stressed that Ukraine is now engaged in its most intense round of peace negotiations since the full-scale invasion began.

On the same day, 35 countries – including Ukraine and the European Union – signed a convention establishing the International Claims Commission for Ukraine under the Council of Europe. The new body will document damage caused by Russia’s aggression and determine compensation using Ukraine’s Register of Damage. Zelenskyy also welcomed the Netherlands’ political and military support, including a recent €700 million defense package, and underscored the importance of frozen Russian assets for rebuilding and setting a global precedent.

Meanwhile, Russian attacks continue: drone strikes hit residential buildings in Zaporizhzhia, a warehouse in Odesa, and shelling intensified in Kherson, causing casualties and destruction. At the same time, Russian oil prices have fallen to their lowest level – averaging $40 per barrel, down 28% in the past three months.
