The Ukrainian Defense Forces quite rightly chose to target Russian oil refineries because it is cheaper and more effective than shelling thousands of ammunition depots. This opinion was expressed by military expert Yuriy Fedorov, answering questions about the situation in Perm and Kyiv’s chosen strategy. "In Perm, the situation is being compared to an environmental disaster. The same is being said about Tuapse… Two Russian oil industry facilities are burning," Fedorov said.
Specifically, in Perm, this is the Lukoil-Permnaftoorgsintez plant—the sixth enterprise to be damaged and partially burned, Fedorov noted. A station that redistributes oil flows was also damaged, and at least two storage tanks are on fire. According to the expert, these are massive tanks with a capacity of 50,000 cubic meters—45,000-46,000 tons of oil. "It’s a lot, and it’s impossible to extinguish these tanks… It’s impossible to even approach this terrible fire. The only thing left to do is wait for it all to burn and for all this crap to be released into the atmosphere. And there are a lot of hazardous substances that form when oil burns," the expert emphasized. According to him, Perm authorities have instructed residents to limit their outdoor activities, wear protective masks, drink plenty of water, and so on. However, the analyst believes these measures are unlikely to reduce the body’s exposure to chemicals. As Fedorov noted, such attacks from Ukraine have become a systemic phenomenon. Now, even Russian military bloggers and various pro-Kremlin analysts "cannot contain their surprise" at the fact that Russia is completely unprepared for "such a war." Specifically, Russia lacks the appropriate air defense systems and other equipment to protect strategic facilities deep in its rear. "Nobody knows what to do," Fedorov added. At the same time, he emphasized that the Ukrainian Armed Forces’ strategy is completely understandable, since it is followed by both sides in the war: they must strike at the enemy’s most vulnerable and most painful points. "Oil refineries, oil storage facilities, and oil loading terminals were quite rightly chosen as such targets. There aren’t many of them. For example, there are, I think, 38 more or less large oil refineries in Russia… Probably 10-12 large ones. These large refineries could be targeted," Fedorov said. He explained that this is simpler and requires fewer resources than, for example, destroying the several thousand ammunition depots that exist in Russia. The strategic impact of destroying oil facilities will be no less significant, but the resources required will be less, the analyst added. As Fedorov noted, given the current shortage of weapons, various units of the Defense Forces are choosing the most effective tactics to reach strategic Russian targets related to the war unleashed by the Kremlin against Ukraine. As reported, on April 30, Ukrainian special services struck targets in Perm, hitting the infrastructure of one of Russia’s largest oil refineries, Lukoil-Permnaftoorgsintez. This facility is located more than 1,500 km from Ukraine. Its annual capacity is approximately 13 million tons, supplying both civilian and military fuel to the Russian military. According to preliminary information from the Security Service of Ukraine or SBU, the AVT-4 unit, a key primary oil refining unit, was damaged at the refinery. The strike caused the vacuum and atmospheric distillation columns to catch fire. The SBU also struck the Perm production and control station, which supplies oil to the Lukoil-Permnaftoorgsintez refinery.
