Russia struggles to capture Kupiansk in northern Ukraine despite repeated claims of success

The Russian army continues assaults on Ukraine’s Kupiansk city, a key logistics hub in north-eastern Kharkiv region. The pace of the fighting in Kupiansk reflects a steady but not intense war of attrition. Russian troops carry out frequent attacks using small units and employ drones to support infiltration, yet they do not possess the necessary concentration of forces or the coordinated use of multiple combat arms required to achieve a decisive advance. Russia’s campaign to seize Kupiansk has been marked by repeated failures, false reports, and intensified assaults. In late 2025, senior Russian military officials reported to the Kremlin that Kupiansk had been fully captured, a claim publicly echoed at the highest levels. Russian General Kuzovlev was awarded the title Hero of the Russian Federation by Vladimir Putin on 9 December last year for reporting that Russian forces had fully captured Kupiansk. Last November, Russian President Vladimir Putin said his army had captured Kupiansk. Putin had visited the Russian army’s West group’s command post where he had met the army officials. However, the Ukrainian military officials quickly denied this claim. The Ukrainian army also denied reports that Russian troops had captured large parts of other two northern towns – Pokrovsk, a logistic hub in eastern Donetsk region that Russian had sought to seize for a long time, and Vovchansk, near the Russian border. However, this turned out to be inaccurate. Ukrainian forces not only retained control over large parts of the Kupiansk city, but also launched counterattacks, with President Volodymyr Zelenskyy even visiting areas near the front line to demonstrate that the city was not under Russian control. This disconnect between reported success and battlefield reality highlights a broader issue: Russian commanders have been accused of delivering overly optimistic or false updates to political leadership, contributing to strategic miscalculations. Russian units are now caught in a no-win dilemma. Field commanders previously reported to Moscow that the city had already been secured, so any appeals for reinforcements or extra resources are dismissed as unnecessary. Russian forces continue to apply steady pressure along the front, relying on small-unit assaults, artillery, and extensive drone usage to probe Ukrainian defenses and identify weak points. These attacks are frequent but limited in scale, reflecting a broader pattern of attrition tactics rather than attempts at large, decisive breakthroughs. Ukrainian forces, for their part, have maintained a layered defensive posture, using fortifications, counter-battery fire, and their own drone reconnaissance to blunt advances and inflict losses. With combat on the ground remaining confined and heavily reliant on drones, Russia is unlikely to shift the balance in its favor.
