Fires at Russian oil infrastructure intensified on May 20 as an oil refinery in the Nizhny Novgorod region and a chemical plant in the Stavropol region caught fire, according to OSINT analysts from ASTRA. On the morning of May 20, residents of Kstovo in the Nizhny Novgorod region reported explosions and fire. Based on eyewitness footage, ASTRA analysts determined that the facility in the southwestern part of Lukoil-Nizhegorodnefteorgsintez refinery was hit — most likely the ELOU-AVT primary oil refining unit. This unit prepares crude oil and separates it into main fractions: gasoline, kerosene, diesel fuel, and other products. Because of the attack, local authorities switched schoolchildren in the Kstovo district to remote learning and recommended not sending children to kindergartens. Lukoil-Nizhegorodnefteorgsintez is one of Russia’s largest oil refineries. It mainly supplies fuel to the Moscow region. Processing capacity is about 17 million tons of oil per year. The plant produces more than 50 types of products. Nevinnomysskiy Azot in the Stavropol region was also hit. It is one of Russia’s largest chemical plants, producing ammonia, methanol, and technical acids — raw materials for explosives.
The Russian Ministry of Defense claimed the destruction of allegedly 273 Ukrainian drones overnight over Russian regions, annexed Crimea, the Azov Sea, and Black Sea. Only a day earlier, the Ukrainian Defense Forces struck two important oil facilities. On May 19, the Ukrainian Defense Forces struck the Yaroslavl-3 oil pumping station near the village of Semibratovo in the Yaroslavl region. The extent of damage is also being determined. Ukraine’s General Staff emphasizes that the Ukrainian Defense Forces will continue systematic strikes against Russia’s military-economic potential until the armed aggression against Ukraine is completely halted. On May 18, units of the Ukrainian Defense Forces struck the Lukoil-Nizhegorodnefteorgsintez oil refinery in the city of Kstovo, Nizhny Novgorod region. A fire was reported at the facility. The extent of the damage is still being determined.
This plant is one of the largest in Russia. It processes about 17 million tons of oil annually. "The plant produces gasoline, diesel, and jet fuel used to meet the needs of Russian forces," the statement says. Nevinnomyssk Mayor Mikhail Minenkov reported active air defenses above the city amid the attack. Local residents reported explosions and a fire seen in the city earlier in the night, according to Russian Telegram channels. Stavropol Krai Governor Vladimir Vladimirov claimed in a post on Telegram that air defenses had repelled a drone attack aimed at an unspecified "industrial zone" in Nevinnomyssk, with no damage caused. On the other hand, the city of Belgorod and surrounding areas came under heavy rocket fire. The Operational Headquarters of the region announced that one of the missiles destroyed the roof of a multi-storey residential building, and other damage is currently being determined. The wave of attacks has extended to the northern capital of Russia; a UAV threat was declared in the Leningrad region in the morning, and one drone was reportedly shot down. Due to the mass attacks, St. Petersburg’s international airport was completely closed to flights. Local authorities have warned the population that mobile Internet speeds in the region may be sharply reduced as part of military security measures.
