Russian winter strikes leave 800K homes without power | Ukraine Brief

Ukraine’s Secretary of the National Security and Defense Council, Rustem Umerov, stayed in Paris to negotiate with U.S. and European officials on security and reconstruction following the Coalition of the Willing meeting.

Today, President Zelenskyy announced that a bilateral security guarantees document with the U.S. is ready to be finalized with President Trump.

The Kremlin rejected the plan to deploy Western peacekeeping troops in Ukraine if a peace deal is reached, warning that any Western forces or facilities would be considered legitimate military targets.

Russia continued targeting energy infrastructure. After recent attacks, more than 800,000 homes in the Dnipropetrovsk region were left without power.

Russian shelling also struck the Donetsk and Kherson regions, causing civilian casualties and widespread destruction.

Meanwhile, a drone strike damaged the Russian oil tanker ""Elbus"" near Turkey. The vessel, heading to the Russian port of Novorossiysk presumably to load crude oil, suffered no crew injuries.
