More than three years Russia has been waging a full-scale war against Ukraine. Despite significant losses, failures on the frontline, and unprecedented sanctions, the Kremlin shows no real interest in ending the fighting. What are Putin’s real reasons of continuing the war against Ukraine? Firstly, Oleshchuk argues that one of the key tools that Putin possesses is time. Delaying the war allows him not only to create additional pressure on Ukraine, but also to split the Western coalition. The longer the war lasts, the more voices call for a “settlement” or “end of support for Kyiv.”

Secondly, political scientist states, that Russia sees Donald Trump as playing a unique and strategic role in its broader calculations.
His rhetoric — downplaying NATO’s importance, criticizing aid to Ukraine, and calling for a “quick peace” through negotiations with Putin — is interpreted by the Kremlin as a signal of Western vulnerability.
Moscow views Trump’s diplomatic moves not as genuine peace efforts, but as a way to influence Western policy and pressure Ukraine into making concessions. Putin is using a wide range of political manipulations aimed at achieving military objectives through diplomatic and political means.
Finally, Oleshchuk emphasizes, that for the Kremlin, negotiations are not a path to resolving the conflict but a tactical element of its military campaign. Any pause on the front line is used solely to regroup, rearm, and prepare for further offensives. As a result, Western efforts to end the war through concessions don’t bring peace closer — they only delay it.
A peace deal without a clear victory would threaten Putin’s legitimacy — not just in the eyes of the broader public, but among the security services, oligarchs, and core supporters. Ending the war without tangible gains would make the sacrifices appear pointless and unravel the ideological foundations of the regime. That’s why even limited de-escalation is impossible without deep internal changes within Putin’s system.
Putin’s goal is not merely to achieve military success. He seeks to break Ukrainian society — to instill exhaustion, apathy, and doubt.
