Ukraine has launched a third drone strike in nine days on a Russian oil refinery in Perm, according to Astra.
The target was Lukoil-Permnefteorgsintez, one of Russia’s largest oil refineries, which processes more than 13 million tons of oil each year.
Local authorities confirmed that an industrial facility had been attacked but did not name it. The strike occurred in the morning and sparked a fire at the site, with thick smoke visible from far away.
The facility attacked today produces a wide range of products, including high-grade gasoline, diesel fuel, aviation kerosene, and lubricants. The plant also processes associated petroleum gas.
Lukoil-Permnefteorgsintez is one of the most important industrial sites in Russia’s Perm region and among the country’s most advanced oil refineries. The plant supplies fuel for both the Russian domestic market and exports abroad.
The oil refinery was previously targeted by Ukrainian drones on May 7 and April 30. It is located more than 1,500 kilometers (930 miles) from Ukraine.
Strikes Inside Russia
Overnight, Ukrainian drones also struck the Slavneft-YANOS oil refinery in the Russian city of Yaroslavl, triggering a fire at the site.
By refining capacity, the facility ranks among the five largest oil refineries in Russia. It is located more than 700 kilometers from Ukraine’s border.
In addition, drones struck an industrial zone in Rostov-on-Don overnight, where numerous enterprises are located, triggering a fire in the area.

According to preliminary reports, the strike targeted the Empils paint coatings plant, which had previously been attacked by Ukrainian drones in January 2026.
There were also reports of a strike on the Radar Scientific and Technical Center defense industry enterprise.
