Tuapse residents are demanding an answer: why are volunteers and local residents handling the aftermath of the oil refinery disaster, rather than Rosneft itself, which owns the burning facility? The refinery isn’t the town’s mainstay, but it has grown "to the size of a city within a city." The state-owned company, which annually siphoned profits from Tuapse, is in no hurry to help, local residents are outraged.
"I was born in Tuapse, and with all my heart and soul I love and care for my city," writes a local resident on the Telegram channel "My Tuapse." According to her, such businesses should not be located within residential areas in principle. The rule was ignored, and people, animals, the sea, and nature suffered. The authorities shifted the problem onto volunteers. Social media reminds us that Rosneft is managed by Putin’s friend Igor Sechin, who earns a salary of $61 million a year . "Those who joyfully supported the invasion of Ukraine in 2022 and organized car rallies with the letter Z will pay for the war. A burning factory and black rain are the logical outcome of support that seemed free," users note.
According to publicly available data from early 2025, Igor Sechin’s salary alone for 2024 was approximately 4.6 billion rubles. This equates to approximately 18.5 million rubles per day for 248 working days. The Rosneft CEO’s salary is 15-20 million rubles per month, plus bonuses and other payments. Given the burning refinery, this amount is especially telling.
Recall, the Ukrainian Defense Forces continue to strike the "long-suffering" oil refinery in Tuapse. The frequency and effectiveness of such attacks demonstrates the critical shortcomings of Russia’s air defenses. Expert Mykhailo Honchar spoke about this on Hromadske Radio . He noted that the air defense forces remaining in the area of the oil facility are essentially limited to mobile fire teams, and they are incapable of effectively countering intensive UAV attacks. According to him, radar stations in Crimea and on the Black Sea coast had previously been hit. This reduced the effectiveness of Russian air defenses in detecting targets. A telling result: during one of the strikes on the Tuapse Oil Refinery, there were approximately ten hits. Gonchar emphasized that the company is primarily focused on fuel exports. Given repeated Ukrainian attacks, as well as the destruction of other Russian refineries, the aggressor country could face a critical energy shortage.
At the same time, Kremlin leader Putin commented on the situation in Tuapse for the first time.
Putin claims that in Tuapse, "people are coping with the threats they face," and that there are supposedly no "serious threats" in the region. He claims that the Ukrainian Armed Forces are attacking Russian oil refineries allegedly because of the situation at the front, not because the Kremlin is spending money from oil exports on continuing the war against Ukraine. In April of this year, Ukrainian drones repeatedly attacked the Tuapse oil refinery in an attempt to disrupt Russian oil exports by sea. On the night of April 28, long-range UAVs struck the Tuapse oil refinery again, effectively "finishing" it . As a result of the Ukrainian Armed Forces’ strikes, several oil storage tanks at the refinery caught fire.
Tuapse Mayor Sergei Boyko called on residents living near the oil refinery to evacuate due to the "threat of fire spreading." Burning oil subsequently began spreading across the streets.
