Leaders of the European Union and ten European countries agreed on a separate package of decisions focused on Ukraine’s future security following two days of peace talks involving the United States, Ukraine, and European partners.
The statement was published on the European Council’s website.
The allies committed to long-term, sustainable support for the Armed Forces of Ukraine as a key element in deterring future threats. The leaders stressed that Ukraine’s security is directly linked to the security of the entire Euro-Atlantic region.
One of the key points of the agreement was maintaining Ukraine’s army at around 800,000 troops in peacetime. This would enable Ukraine to effectively defend its territory and prevent new armed conflicts.
In addition, the leaders agreed to establish multinational forces in Ukraine under European leadership. This would involve a foreign contingent made up of volunteers from countries of the so-called “coalition of the willing,” with support from the United States.
According to the statement, foreign forces will carry out supporting roles, including assisting in restoring the combat readiness of the Ukrainian army, ensuring the security of the airspace, and maintaining stability in maritime areas, including through operations on Ukrainian territory.
A separate provision assumes the establishment of a ceasefire monitoring mechanism led by the United States with the participation of international organizations. The mechanism is intended to ensure early detection of potential violations and a rapid response to any threats to Ukraine’s security.
