In Russia, a jump in corruption crimes has been recorded. According to the General Prosecutor’s Office of the Russian Federation, a quarter more of them were detected in the first quarter of 2025 than in the same period of 2024. Moreover, more than half of corruption crimes are bribes. For example, at the beginning of June, Vladislav Loginov, the mayor of Krasnoyarsk, was arrested. He is accused of receiving bribes worth more than 180 million rubles. According to the investigation, in return, the mayor promised victory in road repair tenders. Why the fourth-year war against Ukraine only contributed to the flourishing of corruption in Russian society.
Is it possible to defeat corruption in Russia? Chairman of the Constitutional Court of Russia Valery Zorkin doubts it. Speaking at an international legal forum in St. Petersburg, he said that "corruption is ineradicable, since it is a widespread phenomenon." The consumer society, which lives by the motto "take everything from life," is to blame for this, the judge believes.
Alena Vandysheva , General Director of the Center for Anti-Corruption Research and Initiatives "Transparency International – Russia" , talks about the growing level of corruption in Russia against the backdrop of the war with Ukraine and whether the authorities are really trying to fight bribes or are just imitating this fight : “ It is quite difficult to assess the real volume of corruption. One of the tools is sociological surveys. Here, the objectivity of the results largely depends on whether all the requirements for the methodology are met. In wartime, as we understand, such surveys are not conducted much, but they still exist. You can, for example, look at the corruption barometer of the Chamber of Commerce and Industry . A price list is common in the media – 100 thousand rubles are usually paid not to go on the assault, 150 thousand to stay in the rear, 5 thousand per day – to get a vacation, up to 1 million to get a transfer to a safer place. Tariffs can change, but the rates are approximately like this. It must be understood that as long as this is profitable for a significant number of people, of course, the war will not stop. Research confirms that inflating military budgets ensures loyalty of the military to the regime, and these budgets will increase as long as the war continues. This essentially opens a portal to hell”.
