“No blank check“ for Russia’s war in Ukraine as Putin heads to India | On the Record

Nirupama Rao, former Indian Foreign Secretary, comments on the eve of Vladimir Putin’s visit to India and his meeting with Prime Minister Narendra Modi. She explains India’s approach to Russia amid global tensions, underlining that New Delhi is not giving Moscow a “blank check.“ Rao argues that Prime Minister Modi is likely to convey India’s deep concerns about the Russian aggression against Ukraine, reiterating that India has never been an advocate of conflict. “Sustainable peace must be built with Ukraine, not over Ukraine,” she says.

Rao also notes Europe’s growing reliance on India as it seeks to reduce its dependence on China. She emphasizes that India will not be part of any anti-Western alliance. She adds that Europe has become India’s new strategic frontier, as both sides reassess China, rebuild military capabilities, and seek more resilient supply chains, energy links, and technology partnerships in an era of unpredictable U.S. politics—an environment in which India fits naturally into Europe’s search for new strategic anchors.
