It’s not enough to simply remove or kill Russian President Vladimir Putin, because the institutions that exist in the Russian state, public sentiment, the elite, and the political system will remain, Peter Weiss Bakumov, political representative of the Russian Volunteer Corps, told Telegraf.
He believes that all changes in Russia are possible thanks to the opposition, that is, not under the current government.
"The regime can only be dismantled after Putin’s death and after the opposition comes to power," Weiss said. The RDC representative added that a complete reboot of Russian institutions is necessary, otherwise the rise of another dictatorship is possible.
Weiss explained that by opposition he means his own armed formation:
"When I speak about the armed opposition, I mean first and foremost the Russian Volunteer Corps, which is currently the only legitimate armed opposition."
He shared that the RDC is awaiting the moment of destabilization that will occur in the Russian state, and then will be ready to ensure a transition period.
"We are participating in operations to defend Ukraine, its sovereignty, and territorial integrity, but our goal, naturally, is to liberate our homeland," the Russian noted. When asked whether they would have such an opportunity, given that there are many people around Putin who could try to take control of the country, he replied:
"They’ll certainly try. But in Putin’s system, there’s a so-called clan system. There, the left hand often doesn’t know what the right hand is doing."
In particular, Weiss recalled an article on Meduza about how the presidential administration specifically releases statements into the public domain so that FSB representatives will read them.
"That is, they don’t have any behind-the-scenes interactions; they are forced to communicate with each other through the public sphere. This is a very unusual situation, even for authoritarian regimes," the military man explained.
He suggests that since behind-the-scenes communication has broken down, "they will be at each other’s throats at the first opportunity."
"I expect them to work against each other, rather than one elected figure coming to power," Weiss said.
According to him, the official narrative of the Russian authorities is "the tsar is good, the boyars are bad": "This is a universal narrative for communicating with citizens, including resolving intra-elite conflicts. Even if they constantly nibble at each other and spheres of influence are being re-divided, Putin’s word is decisive," the RDC representative noted.
He explained that Putin wields such influence because his power is based solely on the lever of force and a certain consensus within the elites who are satisfied with this state of affairs.
"Most of them came to the ‘feeding trough’ with the help of the country’s top official, and they have a certain relationship with him. Meanwhile, his power is unquestioned. That is, if he so chooses, he has the power to destroy any member of the elite," Weiss believes.
He recalled an incident when Putin’s daughter and her husband were cut off on the road by a major businessman.
"His career and assets collapsed within 24 hours. And this could happen to anyone. And all of them, aware of this danger, are circling around Putin and trying to carve out spheres of influence, with his tacit or not-so-tacit consent," the Russian stated.
