A new instrument of control by the Kremlin is rapidly forming in Russia: fear. It paralyzes officials, oligarchs and top managers of the Putin elite, turning them into a frightened and controllable layer. The number of suicides among top officials is breaking records, writes Foreign Affairs . According to Novaya Gazeta, 56 business and government officials have died under strange circumstances since February 2022. Many "fell out of windows," while others allegedly shot themselves or committed suicide under bridges. At the same time, prosecutions on corruption charges have affected even the most loyal officials. The death of Transport Minister Roman Starovoit in July came as a shock to the Russian elite. He shot himself a few hours after his resignation. Just a few days before, Transneft Vice President Andrei Badalov fell out of a window. The names change, but the pattern is the same: the death of "loyal" people who were considered "ours" just yesterday. For those around Putin, 72, it was a signal: loyalty alone was no longer enough. You could be dead tomorrow, regardless of your status or merits.
At the same time, the Kremlin is launching a large-scale campaign against "corruption." Defense Minister Sergei Shoigu was removed from his post, and his deputy Timur Ivanov was sentenced to 13 years in prison for embezzlement. Dozens of arrests of regional officials followed. This is not a fight against theft, but a prevention of disloyalty . The regime replaces old managers with new people – war veterans and "patriots" whose only qualification is absolute loyalty to Putin. Their quality of management is often very low. There are no rules of the game for the Russian elite today. There is no longer protection from bullets: even the support of the influential Rotenbergs did not save Starovoit. The arrest of billionaire Vadim Moshkovich and the seizure of Domodedovo showed that wealth and business are conditional and belong to the state only as long as the Kremlin allows it. The elite lives in the atmosphere of Stalin’s times: there is dirt on everyone, and no one knows whose name will be next on the list, experts note. As a result, the war and Putin’s paranoia have created a new fear factor in Russia. Now officials and businessmen exist between two extremes – prison and death. And the question is simple: is it possible to work when there is an executioner standing behind you all the time?
