Ukraine is considering withdrawing its troops from Donbas , but only on the condition that Russia does the same, according to the British newspaper The Telegraph.
President Volodymyr Zelenskyy confirmed that Washington is pushing for the creation of a "free economic zone" between Ukrainian and Russian military positions in Donbas.
"They see Ukrainian troops leaving the Donetsk region, and the supposed compromise is that Russian troops will not enter this territory… which they are already calling a ‘free economic zone,’" the Ukrainian leader said.
Zelenskyy emphasized that he has no authority to transfer territory to Russia and will not go against the will of the Ukrainian people. At the same time, he instructed the negotiating team to "work constructively" with the American proposals.
According to media reports, White House Special Envoy Steve Witkoff is insisting on Ukraine’s concessions regarding the Donbas conflict. Previously, he and Russian representatives promoted a 28-point plan that would effectively recognize the demilitarized zone as Russian territory.
Ukraine proposed a counter-option: mutual withdrawal of troops, preserving the territory for Ukraine, parallel negotiations on US security guarantees. German Chancellor Friedrich Merz emphasized that only the Ukrainian people can decide the issue of territorial concessions:
"It would be a mistake to force the Ukrainian president into a peace that the population will not support after four years of suffering and death."
European leaders are seeking a bigger role in the Paris talks on Saturday, which will include NATO leaders. Moscow has not yet signaled that it will agree to a mutual troop withdrawal. Russian Foreign Minister Sergey Lavrov stated that any security guarantees must take into account Russia’s interests, not just Ukraine’s.
The contours of a possible demilitarized zone have not yet been determined; this will be the subject of negotiations between Zelenskyy and Trump. The situation is complicated by the fact that the Ukrainian-controlled territories in Donetsk are primarily strategic cities, while the Russian-occupied areas are predominantly rural.
The talks in Paris could be key to determining further American strategy and Europe’s role in the peace process.
Recall, US has proposed Ukraine withdraw from the eastern Donetsk region and create a "special economic zone" in the areas it currently controls, Ukrainian President Volodymyr Zelensky has said.
Zelensky said territory and control of the Zaporizhzhia nuclear power plant remained the two main unresolved issues in the peace plan proposal for Ukraine. Ukraine’s latest peace plan proposes a demilitarized “free economic zone” in the Donbas region where American business interests could operate — an attempt to bring President Donald Trump on board, according to two people familiar with the matter.
