Successful strikes against Russian defense industry facilities protected by dense air defense systems should become a regular occurrence, military expert and former spokesman for the General Staff of the Ukrainian Armed Forces Vladislav Seleznev said on Radio NV.
He noted that the strategic Lukoil-Nizhegorodorgsintez oil refinery, which has been hit several times in recent days, is being protected by Russian air defense systems.
"As we can see, this doesn’t help them," Seleznev said. The expert emphasized that the Defence Forces’ long-range strikes are producing results.
"We’re destroying the Russian Federation’s oil refining industry, which means we’re depriving the Russian army of blood, because petroleum products are essentially the army’s lifeblood. Without diesel fuel, tanks stop. Without gasoline, vehicles stop. Without aviation kerosene, Russian planes and helicopters take off less. Of course, this activity still needs to be improved and scaled up, because the enemy still has considerable resources with which to produce everything the Russian occupiers need," Seleznev stated.
He also recalled the well-known saying that "water wears away stone." After all, it’s not just Lukoil’s oil facilities that are being affected, but also other important facilities in various Russian regions. In his opinion, the enemy is not receiving the resources on which advancement at the front depends. As the expert noted, Ukrainian President Volodymyr Zelenskyy has already announced a plan for long-range strikes in June, and this has Russian officials extremely nervous.
Separately, he said that the war should return to where it came from.
"I hope that strikes on Moscow and the Moscow region—on military installations and military infrastructure, and on local defense industry enterprises—will become a tradition. Because, as we see, we have found a way to penetrate the enemy’s air defense system over the region of the Russian Federation that is most heavily protected by air and missile defense systems," the former press secretary concluded. As of spring 2026, Moscow is protected by two dense rings of air defense systems, in addition to several positions within the city itself. According to OSINT analysts, around 130 air defense positions are deployed in and around the capital. The second ring of air defense positions was established in 2025. Between May and September 2025, Russian forces built approximately 43 specialized air defense towers around Moscow. The backbone of Moscow’s air defenses consists of around 100 Pantsir-S1 air defense systems and a smaller number of Tor systems, designed to intercept Ukrainian drones and cruise missiles. These also include around two dozen S-400 batteries used to intercept cruise and ballistic missiles.
Not all of the constructed positions can be simultaneously filled by air defense systems, but as of April 2026 OSINT analysts had verified at least 89 Pantsir-S1 systems within a 50 km radius of Moscow. Russian forces use two main types of air defense positions — earth embankments with concrete access pads and metal towers where systems are lifted into position by crane. The role of the Russian Aerospace Forces and Army aviation should also be noted, as they intercept part of incoming drones using fighter aircraft and helicopters, alongside increased air defense readiness ahead of the May 9 parade in Moscow. 2026 attack on Moscow shows that even a dense air defense network does not guarantee full protection against even a relatively small number of strike drones. At the same time, the decisive factor is not system density but intelligence for identifying blind spots, route planning, and appropriate tactics.
