Muslims living in Moscow are ready to seize power at the right moment, to establish a government that is “convenient” for them, so that Russia no longer harms neighboring countries and peoples. This was stated in an interview with the program “Raznye Lyudi” (by Ruslan Kutayev, President of the Assembly of Peoples of the Caucasus, who served as Deputy Prime Minister of Chechnya in 1996-97 and later as Special Assistant to Chechen President Aslan Maskhadov.
According to Kutayev, who joined the Platform of Russian Democratic Forces at the Parliamentary Assembly of the Council of Europe or PACE in early 2026, millions of Muslims live in Moscow, who spend their time in gyms, exercise, and, at the right moment, could take to the barricades, Moscow Times reports.
“We won’t just return—we’ll work in Moscow first. We’ll establish a government there that suits us. Why? Because Moscow is currently home to up to 15 million people. 5 million newcomers, 10 million registered residents. Of these, 3.5–4 million are Muslims, practicing Muslims, Caucasians, and representatives of Asian peoples. The Assembly of the Peoples of the Caucasus has built fantastic relationships with all the leaders of Asian peoples. And when the time comes, when action is needed in Russia, we will act,” Kutayev said.
He added that those who rely on “American and British money” to govern Russia are backed only by “students walking around with flashlights.” “What’s behind us? People who, if necessary, will rip off a head, and blow off a skull, and go to the barricades, and build a barricade,” Kutayev said.
“We will control Moscow to prevent Moscow from becoming stubborn and harming surrounding nations and states. This is the only way it can happen,” he added.
According to Kutayev, what’s happening in Russia isn’t Putin’s will, but a reflection of the “religion” of Russian society, which professes “Russian nationalism, called the ideology of the Russian world.” “And it was with this ideology that they came to Ukraine. With this ideology, they are killing Ukrainians and occupying Ukraine,” Kutayev said.
Meanwhile, in Russia, he said, “chaos” is raging. “There, no one simply trusts the authorities. Everyone there understands that Russia has already ceased to exist, because my aides receive reports from people every day from various regions—not to mention the Caucasus, but from Russian regions—about what’s happening on the shelves, what’s being said on the buses, what’s happening on the streets. No one believes Putin. Everyone knows Putin has lost. They’re just waiting for it to be announced,” Kutayev said.
In his opinion, a single front with the Ukrainian army would be enough to trigger chaos in the Russian army. “Chaos and confusion will ensue. And in this confusion, we’ve created this Moscow fist, so that no matter what force it is—whether it comes from the front lines, from the trenches, or whether the FSB mobilizes them, like the Russian community—no one will be able to crush our Moscow core, the St. Petersburg core we created. And in any case, they’ll have to reach an agreement with us, with the peoples we’ve united in Moscow, because we’ll be the main force determining how events unfold in Moscow. We’re simply waiting. We’re simply waiting for this to happen. And there are many of us, many of us,” Kutayev concluded.
